Amid concerns raised by EU commissioner Thierry Breton about X’s role in disseminating illegal content and disinformation, X CEO Linda Yaccarino has responded by highlighting the stringent steps the company has taken to combat such issues. The European Union, in the wake of the implementation of the Digital Services Act (DSA), has imposed obligations on large online platforms to remove illegal content and ensure public security. Breton has also addressed Meta, formerly known as Facebook, to remind the company of its responsibilities under the DSA.

X has come under scrutiny for its role in spreading misinformation during the Israel-Hamas war. Numerous instances of misleading content, including videos and images taken out of context, have been reported by The Guardian. Additionally, researchers claim to have found a propaganda network comprising 67 accounts that post false and inflammatory content related to the conflict. The changes that have occurred within X since Elon Musk took over ownership, such as downsizing the moderation teams, reinstating previously-banned accounts, and restructuring the verification system, have intensified the spotlight on the platform.

In response to the Hamas attack, X swiftly formed a leadership group to assess the situation and reviewed its moderation policies concerning violent speech and entities associated with violence and hate. Yaccarino stated that the platform had promptly responded to over 80 takedown requests from the EU, adhering to the required timelines. However, she clarified that Europol had not issued any notices regarding illegal content on the platform. Yaccarino also emphasized X’s use of Community Notes, with over 700 unique notes addressing the attacks displayed on the platform. However, an investigation by NBC News revealed the strain placed on the volunteer-powered system, with delays in approving community notes ranging from hours to days and some posts not being labeled at all.

While Yaccarino’s response to the EU maintained a diplomatic tone, Musk, in his interactions with Breton, has been more direct, calling for specific violations to be publicly listed by the commissioner. Musk emphasized the company’s commitment to taking action openly and avoiding any backroom deals. The ball is now in the EU’s court as we await their response. Breton had previously cautioned X about potential investigations and fines resulting from non-compliance with the DSA.

The challenges faced by online platforms like X in moderating content are multi-faceted. Balancing freedom of expression with the responsibility to protect users from harmful or illegal content is a delicate dance. Companies must adapt their moderation practices to address evolving issues, such as the spread of misinformation and the presence of violent or hateful entities.
